A recent post by Hongkongers in Britain 英國港僑協會 said BNO holders on LOTR are classified as an international student. See below what Hongkongers in Britain said.

因為LOTR有工作同埋讀書權利，有朋友想搞清楚究竟BN(O)係計本地生定係國際學生，所以寫咗信畁大學問問。佢哋收到曼徹斯特大學回覆，話喺第一個學年首日前未有”Indefinite Leave to Remain in the UK” 都會計係國際學生，會收翻國際學生學費。

Someone has recently enquired universities of whether BN(O) holders who are on “Leave Outside The Rules” status would be classified as a local student or an international student. The University of Manchester has replied, stating that since he/she would not hold “Indefinite Leave to Remain in the UK” on the first day of the first academic year of the course before the start of the course, he/she would be categorised as an international student.
